According to my memory (backed up by a quick check in "Michal"), both hips and waist mean the same thing. They have slightly different uses which I cannot, for the life of me, differentiate for you at this time.

Hips are mostly used as equivalents of waist (I think it's a male female thing but I'm not sure) while thighs (ירכיים) are always thighs.

WAIST- מתניים, החלק הצר יותר בגוף מתחת לבית החזה. HIPS- החלק הרחב יותר ממש מתחת למותניים כולל הישבן. THIGHS- החלק העליון של הרגל עד הברך. Hips and waist are NOT the same thing. They represent two different body parts. (According to Webster Dictionary and spoken English) רונית

Waist vs. Hips

In the classic "hourglass" figure, "waist" is the narrowest part, and "hips" are the widest bottom part. In other words, "waist" is where your belt is (well, used to be, before "hip huggers" came in style), and "hips" are where the hipbones (pelvis) are. "Hip hugger" pants are called that because their "waistline" is closer to the hips (tips of the pelvic bones).​
