Divorced with a PR

You did not say if you are in Toronto. However, you can get similar help elsewhere in Canada.

You will not lose your legal status in Canada as a result of a divorce. Read this:

In Toronto:

In addition to making an appointment with Ontario Social Services, I suggest that you also contact Jewish Child and Family Services. They can provide you with additional help:

You should immediately open your own personal checking account at a bank near you.

Don't worry, you'll be fine

If you need additional information, you can contact me in a personal message.

Start making the appointments on Monday morning - you can take the baby with you to the appointments.

Something else

Regarding a bank account, open a bank account at a completely different bank than the one that you had with your husband. In addition to all other documents, also take the information of your new bank account with you to the appointment with the City's Social Assistance office, as well as to the appointment with the Jewish Child and Family Services. Ask that they deposit money directly into your new bank account. Once you have met with the two different social agencies, you'll have two separate Case Workers, and you'll get help from both of them. However, for all that to happen, you need to be registered with both of them. As a single mother, you are entitled to Financial Assistance that will make it possible for you to start your new life in Toronto. You can get training, find a job, go back to school, etc.

Which office you contact from the list of offices in the two separate links, depends on where in Toronto you live.

You did not say if you are already officially divorced, or if you still live with your husband. You can get a lawyer through Legal Aid, and that too will be paid for by the Ontario government. Your Case Worker at Ontario Works, the City's Social Assistance office, will provide you with all the information.

Because she has a child

In case of a divorce, custody of the child will be determined in Family Court. She can't just take the child and return to Israel.

Wrong

The main financial assistance is provided by Ontario Works. As a charitable organization, the Jewish Family and Child Services can only provide her with supplementary assistance once she has registered with Ontario Works.
