Make an exception?
Let me tell you something.. I am an EU citizen, a native english speaker, and when I applied to PhD programs in the U.S. I had already taught students in English.
Given all that, you may think I would get an exception and not have to take the TOEFL. You'd be wrong. In fact, I took it twice even though I got a perfect score the first time - but that's a long story.
I'm sure one could find some very special case where an exception was made. However, let's get real and answer the question simply - the SAT and TOEFL exams have different purposes, and in general one can't get away with not taking the TOEFL or IELTS, if they want to get into an English speaking school.
