certificate of no religion

hi all. my partner is dutch i am israeli we need him to issue a formal certificate of no religion. as he really has no religion and he is not jewish. do you have any idea where he can get such a formal sttement? it is not on his birth certificate... is there a jewish formal institution in holland that can certify that he does not belong to them? or will the religion be registerred anywhere? i mean - as opposed to israel, the dutch do separate the religion from the state and laws, so we guess the religion will not be formally registerred anywhere... thanks to anyone who can help with ideas.

למה את צריכה את התעודה הזו אתם עוברים לגור בישראל? אם בישראל-מה אכפת להם שאין לו דת? לדעתי תתיעצי עם שגרירות הולנד בארץ ואם לא שיעגל פינות שיגיד שהוא נוצרי וזה יפתור לכם את הבעיה

thank you. we do live in israel and it is actualy a formal issue that we need to deal with and there is no going around it. we need a formal document. but maybe i will go to the embassy. maybe i will indeed talk with them. i thought maybe, someone who lives in holland, will have a clue as to where to go... so thank you anyway. and if there is anyone else with an idea - then please reply.. thanks!
