It is only new because it pretends to offer a credible exchange
and it stipulates that it does not include sex, even though I find it hard to believe that there is no expectation. Unless someone has lots of money to throw away, it makes no sense to give away such large amounts of money in order to merely meet new people...

The article says that among Canadian universities, U of T is ranked first. However, you are right when you say that it did not take into account the number of students at each university. Nevertheless, no one is actually expected to take the numbers as credible data. The article is only meant to tantalize.
