Swiss National Bank - would exchange those bank notes at it's branches in Switzerland till 30/4/2020 - and at face value.
You have to appear at one of their branches and present your old notes, and they will exchange them for new notes.
In the UK- where I live- some private foreign exchange firms would agree to buy the old notes from you, but at a hefty discount [something like 65% -80% of their face value], but I do not know what goes on in Israel.
This reflects the extra cost of sending those notes to Switzerland to be exchanged at the central bank.
