Kaiser is by far the strongest character in the game, capable of over 2b. How feasible it may be to cap on Wing Beat is questionable (one would need max range, 100% critical, SE, and over 600% Total/Boss Damage, and then you might hit it if you rolled the highest possible crit)
The second strongest character in the game is likely the Cannon Shooter, with its Rolling Rainbow and Buckshot having such a ridiculously large number of hits. The listed m/s is lower than other characters because summons hit over the cap and are not included. The same issue exists for damage over time, such as with Fire/Poison Archmages, and Thieves with Venom.
Xenon is likely the easiest character to get a max range of 2m~2m due to having 3 main stats. It is also a class with extremely high Total Damage built in, so additional Total/Boss Damage will affect its less than other classes. Angelic Buster suffers this issue as well.
Mercedes is the weakest character in terms of , but still has one of the highest hits in the game. If one were to be able to cap each hit, which would likely be the most difficult character to do this with, it would be one of the strongest.
