MASTER זה מונח רשמי שמשמעותו אדם המוסמך לפקד על כלי שייט מסחרי לא מוגבל (ראה למטה, ויש בוויקיפדיה עוד). מקובל להגיד שאדם כזה מחזיק MASTER"S LICENSE אובעברית תעודת רב חובל. זה עדיין לא עושה אותו קברניט או CAPTAIN על אנייה אמיתית שזה המפקד בפועל. וכאמור זה מכוון לכלי שייט מסחריים בהפלגות בינלאומיות.
סקיפר הינו אדם המפקד על סירה או כלי שייט או גוררת וכו' (שוב וויקיפדיה, ראה למטה). המקור בכלל הולנדי. וכידוע ש מקומות שאפשר בהם להיות סקיפר בלי שום רשיון. ההקבלה הינה לקברניט ולא לרב חובל.
ולגבי ההבדלים בין OPERATOR ל- SKIPPER : מה שחשוב זה שאפשר להפליג עם זה, אז אופרטור מבחינתי זה מספיק טוב. למי שרוצה למסגר ולשים על הקיר, ייתכן שאפשר לבקש תרגום נוטריוני.

In the UK, the term “Master Mariner” is reserved only for those who hold an unlimited master's certificate. The term “unlimited” (often referred to as unrestricted) indicates that there are no limits on size, power or geographic location on the certificate. It is the highest level of professional qualification amongst mariners and Deck Officers in the British Merchant Navy. The Extra Master's qualification, which was discontinued in the 1990s, used to be the highest professional qualification and it was the pinnacle for any mariner to achieve. There are also various other levels of Master's certificates, which may be restricted or limited to Home Trade/Near Coastal Voyages and/or by gross tonnage. The holder of a restricted Master's certificate is not referred to as a "Master Mariner".
In the British Merchant Navy a Master Mariner who has sailed in command of an oceangoing merchant ship of 3000 GT or more will be titled Captain. A professional seafarer who holds a restricted or limited Master's certificate who has sailed in command of a ship (i.e. appropriate to the size, power or geographic limits of their certificate) can also be titled Captain.
An unrestricted master's certificate is colloquially called a "Master's Ticket" or a "Master's." It is sometimes still referred to as a “Class 1” or “Master Foreign-Going” as it was named during the latter part of the 20th century. The conventions or acts governing the certificate have evolved alongside the shipping industry and the official name of a Master Mariner’s qualification has varied over the years. The UK Maritime & Coastguard Agency, in-line with the amended STCW convention [2], currently title the certificate Master Unlimited. [3].
A skipper is a person who has command of a boat or sea-craft or tug, more or less equivalent to "captain in charge aboard ship." At sea, or upon lakes and rivers, the skipper as shipmaster or captain has the absolute command over the crew. The skipper may or may not be the owner of the boat.
The word is derived from the low German and Dutch word schipper; schip is Dutch for "ship". In Dutch sch- is pronounced [sx] and English-speakers rendered this as [sk].
The word "skipper" is used more than "captain" for some types of craft, for example fishing boats.
It is also more frequently used than captain with privately owned noncommercial or semi-commercial vessels, such as small yachts and other recreational boats, mostly in cases where the person in command of the boat may not be a licensed or professional captain, suggesting the term is less formal. In the U.S., a "skipper" who is in command of a charter vessel that carries paying passengers must be licensed by a state or the USCG. If the vessel carries over six paying passengers, it must be an "inspected vessel" and a higher class license must be obtained by the skipper/master depending on the vessel's gross tons.
In Navy/Marine Corps and merchant naval slang, it is a term used in reference to the commanding officer of any ship, base, or command regardless of rank. It is generally only applied to someone who has earned the speaker's respect, and only used with the permission of the commander in question.
Skipper RNR was an actual rank used in the British Royal Naval Reserve for skippers of fishing boats who were members of the service. It was equivalent to Warrant Officer. Skippers could also be promoted to Chief Skipper RNR (equivalent to Commissioned Warrant Officer) and Skipper Lieutenant RNR.
