this is not entirely correct

In the UK, EC nationals are not required to register or obtain resident permits from the home office.
[but it is possible to apply for a EU residence permit, useful if you later on plan to apply for naturalisation as a British Citizen].
but in the Netherlands, there is a different procedure:
http://www.iamsterdam.com/en-GB/living/official-matters/eu-citizens
and from somewhere else:
http://netherlands.angloinfo.com/moving/residency/eu-nationals/
i.e. EC national must register- once they get a job. this is not a permit, but registration, so it is in line with EC treaties on free movement of workers.
