I sometimes considered to be stupid on certain events, but is it only me or does everyone dont understand the question?

I don`t know but..

but maybe he meant to ask how should the sentence be i mean: 28% from the answerers or 28% of the answerers translation to hebrew: מהתשובות 28% (i think he meant to say how much percent from the answers...[the results] it should be "of" not "from" Did i help you?
