Subject: HAIFA PORT - under water pipe laying operations
Charts affected: Survey of Israel - Charts no. 21 & 305. B.A. - Chart no. 1585 .

This is to advise all mariners that under water pipe laying operations will be conducted in area bound by the following positions. Works will commence on 4th November, 2012 and due to complete on 4 January, 2013 about.
Operations will take place in the area bound by the following positions:
A. 32° 49, 9' N 035° 03' E
B. 32° 51' N 035° 01, 9' E
C. 32° 50, 85' N 035° 01, 7' E
D. 32° 49, 7' N 035° 02, 8' E

All vessels are requested to keep safer distance of 3 cables from the boats "BRACHA", "GAL" "CLAWMOR" and the barges "DAVID" and "SHIMSHON".

This is to advise all mariners that the gas drilling rig will move to a new location on the 7th November, 2012.
The rig will move
from Leviatan 2, position :
33° 00' N
033° 34' E
to Leviatan 4, position:
32° 56' N
033° 38' 50" E
on Wednesday, 7th November, 2012 and will stay on the place until further notice.
All vessels are requested to maintain a sharp lookout and keep at least 2 nautical miles clear from the rig.

Subject: Amendments to MARPOL, Annex V. Garbage Management

This is to advise all mariners that the Amendments to Marpol, Annex V, with respet to Garbage Management, will enter into force on 1st January 2013.

"Ships of 100 gross tonnage and above, or certified to carry 15 persons or more, and fixed or floating platforms, are required to have on board, by 1 January 2013, a new or revised Garbage Management Plan complying with resolution MEPC.201(62). The plans are not required to be approved by or on behalf of the Administration.
Additionally, ships of 400 gross tonnage and above, or certified to carry 15 persons or more, engaged in voyages to ports or offshore terminals under the jurisdiction of another party to MARPOL, and fixed or floating platforms, are also required to carry a Garbage Record Book. Significant revisions of the requirements include prohibition of discharge of (1) cargo hold cleaning agents and additives on hold wash water and (2) incinerator ash (which had previously been allowed to be discharged outside of Special Areas, 12 nautical miles or more from the nearest land provided it did not contain toxic or heavy metal residues from plastic products), regardless of the area of operation. Also, the lower threshold of ship tonnage for the carriage of a plans has been reduced from 400 gt to 100 gt."

All the above mentioned ships, passing Israeli waters, are requested to follow the above mentioned Amendment from 1st Janaury 2013.
