Nechim living outside of Israel

Sorry for typing in English I just don't have Hebrew software. As a Necha with 94% disability who lives in the US, I understand that being eligible for a vehicle in Israel will now allow me to purchase one with assistance in the US. That said, reading the p’sak din and the judges’ comments, it seems as if the theory behind this is that other ze’chu'ut that might be extended to me in Israel (if legible) should also be extended outside Israel. Is this the case, and if so, how do we get assistance for having this happen without having to spend thousands on an attorney to help? Similarly, what can be done regarding retroactive compensation that though was admitted to be due to me, I will not receive since it has been several years and retroactive payments are not made even if a mistake has been recognized by misrad hashikumm as being a mistake they made in calculating what I should be receiving? Is there someone helping and representing those outside of Israel? I am 53 and am exhausted from the constant battles I have to go through to get assistance. It feels as if I and others who live outside of Israel are being punished for where to live.
