meaning somebody is ruling this country but because the government is so poor, weak and powerless everybody's doing what they want It is used mostly to describe countries in Africa (where the bananas are from) where you have a lot of countries (ex Europeans colonies) that some European country is supporting a poppet to rule the country so they could use the country's resources to their own needs
