Let´s do it one country at the time: Peru: There is no place to dive there and there are no dive operators there at all. And believe me I´ve looked hard ... If by a chance you meet someone with tanks, weights and so on there (you can also use Peru Divers from Lima, 441-3282), the only place worth diving is the Paracas peninsula, leaving Pisco or Ica. Ecuador: Besides the fact thats the Galapagos Islands (diver´s Mecca) are Ecuadorian, and you get there by a flight from either Quito or Guayaquil, there is almost no other place worth diving in Ecuador. If you really miss it you can use a dive shop from Guayaquil (nothing in Quito, it´s only 2900 meters above sea level ...) and dive near the border with Peru. But if you can afford it - don´t miss the Galapagos Colombia: Good news, the diving on the Caribbean and the Pacific coasts are really nice. You can dive from Cartagena, Santa Marta, Taganga (near Santa Marta), San Andres, Providencia, Islas De San Bernardo (near Sucre), Isla Fuerte, Capurgana and Bahia Solano. You can find many dive shops in Cartagena and Santa Marta. You can find information on www.scubadiving.com in their world travel section. If you have the chance, dive in Panama and off course Cocos (Costa Rica). Those places really worth the trip, especially Cocos. But, anyway, Colombia diving is quite nice.
