"I guess" gives you the feeling that it is not the main issue, it should be obvious that I am a citizen, or else the whole idea could result in a huge headache. (notice that we moved to I guess, from אני מניח) You cannot state what is the correct use of the phrase, since you don't know enough to declare that. (SO I SAY!) P.S. you are not the 1st one to think that self amusement is the best, I had a friend that thought the same, he is now in a mental hospital after the psychologist didn't under stand what is so funny in killing people
