Sorry, I can not type long msgs with the on line keyboard- shoulder pain.. France and Germany are much larger countries than the crowded british isles. so there is space to build grand rail schemes , as distances are large, and there is lots of open country. this is not the case in Britain. building new rail and road grids is very expensive and disruptive. If you take the London area as an example, much of it was already built up by the 1930s. so if you want to alter it radically, a lot of demolition and relocation is necessary- and not very practical. How do you judge? what criteria do you use? in the London area, the recent extensions to the rail system were all finished on time on projected costs too. that's a success. true, there is not much enthusiasm for investment in public transport, but, when the decision is made- by allocating money and sign contracts to build, the record is good actually. regards Yoram
