from yangom or mandaly or u can take a bus from yngon to pyay and from there its 10 hours drive to tuadwe, the town near ngpali. 3 months ago the southern cost line was forrbden to tourist. check it out when u in yangon because in myanmar every thing changed on daly basis.the cost line south of ngpali is geting mudy as u go down suth to the yangon river and the Ayeyarwaddy river
its not cheap over there, be ready to pay 15$ a night minimum in ngpali. right now its the rainy season which mean that the western cost gets most of themonsoon rain, 600 mm a month, so be ready to alot of rain and alot of money to spend
