Illegal work visa for married couple

Hi - As per Israel work VISA guidelines caregiver VISA cannot be granted to a married couple. A married couple from india was able to obtain the VISA by giving forged details to indian and israel authorities. Can you please let me know whom can I complain about this? - Email and Postal address? Thank you.
