Caregiver VISA to married coupl

As I understand married couple cannot come to Israel with Caregiver VISA. I need to complain about a couple who obtained the caregiver visa and now absconding in Jerusalem by fooling Israel officials. These couple involved in a fraud in India.
Can you pls. let me know whom to contact (preferably email address) for this in Israel? I wrote to [email protected] but no response.
