גם וגם. לדעתי היתה זו טעות לא להכניס רכבת נוסעים
אל תוך מרכזי ערים. באנגליה מגיעות הרכבות אל מרכזי הערים וחבל שלא המשכנו את הרעיון הבריטי כנהוג כאן בארץ בימי המנדאט. תל-אביב בית הדר היא דוגמה לכך.
בעפולה ביקשו לא לפגוע במרקם העירוני שנבנה על התוואי הישן. בין היתר נבנו על התוואי מבני מגורים בני 8 קומות. לפי הזכור לי הדירות במבנים אלה אינן רשומות בטאבו על שמות הדיירים בגלל הבעיה הסטטוטורית. כך נוצר מצב בו מראש תוכנן תוואי עוקף עם תחנה בחלק הצפוני של העיר - דבר שמעיק ויעיק על נוסעים להגיע אל מרכז העיר. בבית-שאן התחנה החדשה מוקמת בצמוד לתחנה ההיסטורית אך שם גם במקור היתה התחנה ממוקמת מחוץ לבתי העיר עקב אילוצים של שיפועי קרקע מוגזמים שלא איפשרו את הקמת התחנה בבית שאן דרומה מהמקום בו היא שוכנת. לעומת זאת, בעפולה לא היו בעיות הקשורות לשיפועים בעיתיים.

It is desirable to extend rail services right to the heart of a city- and not place stations or terminals at the outskirts of town.
the big problem is that sometimes towncentres are already built up, and compensating existing tenants is very expensive.
there are several solutions to that. one - being used in Hong Kong- is to build underground tunnels to a terminal as near as possible to 'centre'.

this costs a fortune.
even in HK, the station is still not located right at the centre but a bit of a distance away.
at least in Hong Kong, part of the cost is being met by granting MRT the land above the stationa area for commercial use. that offsets the running costs and pay for some of the capital costs.
the trains are electric.
can you seriously see somebody in Israel taking a long term view , or that management has the means to manage effciently such a thing?
