GLOBAL WEATHER HIGHLIGHTS NOVEMBER 2002 NORTH AMERICA Alaska and Adjacent Parts of Canada Temperatures averaged 6°C to 12°C (12(F-24(F) above normal during the first week. The mercury pushed above the freezing mark across the southern half of the region, and lows stayed above -20°C (-4(F) at most locations. South-Central Alaska Precipitation totaled 50 to 200 mm (2.00"-8.00") across south-central Alaska during the first week. Northwestern United States and Southwestern Canada Moderate to heavy precipitation of 100 to 200 mm (4.00"-8.00") eased the dryness in parts of Washington and British Columbia, but most of the area reported only 25 to 100 mm (1.00"-4.00")of rain. Southwestern British Columbia and Northwestern Washington Torrential rains of 100 to 500 mm (4.00"-20.00") fell across Vancouver Island and orographically-favored areas in British Columbia and northwestern Washington while 50 to 100 mm (2.00"-4.00") were reported elsewhere. UNITED STATES Western Unusually cold conditions, characterized by weekly temperatures averaging -2°C to -5°C (4(F-10(F) below normal, prevailed across southeastern Idaho, southwestern Wyoming, western Colorado, and most of Utah. Readings dropped below -10°C (14(F) at most locations, and the mercury plummeted below -20°C (-4(F) at many of the higher elevations. Northeastern Temperatures averaged 2°C to 6°C (4(F-12(F) below normal dominated the northeastern United. The mercury dropped below -10°C (14(F) as far south as southern New York and southern New England. Eastern Strong winds and numerous tornadoes moved across the eastern United States during the second week, resulting in loss of life and considerable property damage. Moderate to heavy rains of 50 to 100 mm (2.00"-4.00"), with locally higher amounts to 200 mm (8.00") soaked the area, providing additional relief from long-term dryness. Central Little or no precipitation fell on the central United States the last week. Southeastern Temperatures averaged 2°C to 5°C (4(F-10(F) below normal across Florida and the southern parts of Alabama and Georgia during the last week. Subfreezing lows penetrated as far south as northern Florida. CENTRAL AMERICA Temperatures averaged 2°C to 4°C (4(F-8(F) below normal across Mexico and northern Central America, but temperatures remained above the freezing mark. SOUTH AMERICA Central Chile Precipitation amounts of 10 to 50 mm (.40"-2.00") fell on central Chile during the first week. East-Central Moderate to heavy rains of 25 to 100 mm (1.00"-4.00") fell across Uruguay and adjacent parts of Argentina, and more than 200 mm (8.00") were reported in isolated parts of Buenos Aires province of eastern Argentina. Southern During the last week temperatures averaged 2°C to 4°C (4(F-8(F) below normal across southeastern Argentina, with lows near or below the freezing mark, and highs generally below 20°C (-4(F). EUROPE Heavy precipitation of 100 to 200 mm (4.00"-8.00") fell on the higher elevations of Switzerland while moderate to heavy rains of 50 to 100 mm (2.00"-4.00") fell on the remainder of the region Central Scandinavia Temperatures averaged 2°C to 7°C (4(F-14(F) below normal in Sweden and Finland during the first week. Lows plummeted below -20°C (-4(F) at many locations, and readings were below -10°C (14(F) throughout central Scandinavia. Eastern Scandinavia Little or no precipitation fell on Sweden and Finland during the first 7 days. Central and Southern Temperatures averaged 2°C to 10°C (4(F-20(F), with the largest positive departures above 8°C (16(F) reported in Austria and northern Italy. The mercury soared above 20°C (68(F) as far north as southern Austria and dominated the central Mediterranean Coast. Many locations throughout the region remained above freezing during the last week. AFRICA Rainfall amounts of 100 to 200 mm (4.00"-8.00") fell across parts of central Kenya and northern Tanzania while 25 to 100 mm (1.00"-4.00") fell elsewhere. Zimbabwe and Southern Mozambique Moderate to heavy rains of 25 to 100 mm (1.00"-4.00"), with locally higher amounts fell on eastern Zimbabwe and southern Mozambique while 10 to 25 mm (.40"-1.00") of rain fell across the western half of Zimbabwe. Iberian Peninsula and Morocco Heavy rain of 100 to 200 mm (4.00"-8.00") fell across northern Portugal, northwestern and extreme southern Spain, and extreme northern Morocco while 25 to 100 mm (1.00"-4.00") fell elsewhere. ASIA East-Central Temperatures were 2°C to 6°C (4(F-12(F) below normal across Japan, Korea, and east-central China. China and Mongolia Temperatures averaged 2°C to 5°C (4(F-10(F) above-normal during the second week, with highs above the freezing mark throughout the region. The mercury soared above 30°C (86(F) in southern China. Southeastern China Torrential rains of 100 to 200 mm (4.00"-8.00") fell across eastern Hubei, northern Jiangxi, southern Anhui, and most of Zhejiang while moderate to heavy precipitation of 25 to 100 mm (1.00"-4.00") fell on the remainder of the region. AUSTRALIA Eastern Little or no rain fell on Queensland, New South Wales, and Victoria during the First week. Eastern Temperatures averaged 2°C to 5°C (4(F-10(F) above normal during the last week, with highs ranging from 35°C to 42°C (95(F-108(F).
